Reich Minister for Foreign Affairs has ordered the submission of a vote with reasons, _whether_ the _French potential can bear_ the increase of occupation cost payments, demanded by us. One must if possible gain clarification before a decision, whether for instance as result of black market purchasing actions, a development would be started, which would lead to Greek conditions.

Request _by return_ that _documents and standpoint, necessary_ for vote, is wired, if _necessary_ in connection with _military commander_ and _Embassy_.
